Foreign students in Gwangju are eligible for free medical check-ups through their university, even if they are uninsured, according to this article from the Internet Broadcast for Migrants in Koreas (sic).
I know people who are involved in the types of groups that provide this care. They often spend a good chunk of their free time helping out folks who need medical or dental care but can't afford it, especially the poor and the undocumented.
To me this is a more valid face of Korea vis-à-vis "foreigners" than, say, VANK or some KT reporter with a bug up his ass.
