Let me get this straight. This survey is saying that tens of thousands of parents in any one city or district are regularly bribing teachers and, by inference, thousands of teachers are accepting bribes. But its us barbarians who are often described as ethically unfit to be teachers by Korean parents and educators? Amazing.
