I've seen this on the local news the past couple of weeks. It's a new park in Wando county. The picture above is of Wando Tower, all 76 meters of it. The park is in Wando-eup, the county seat, around Dongmangsan (동망산) mountain. It overlooks Wando Harbor, just to the east of the town. The photo below is the view from the tower, stolen from this article. There's a tiny video news report here, from YTN. There are also some good photo galleries out there on Naver blogs, but since it seems like every time I link to one the link changes, or the page disappears, I'll encourage you to run the search yourself. Here's a good gallery; let's hope it lasts.

Here's the lower-half of South Korea, with Wando island circled. Wando county has 201 islands, of which Wando is the largest. The town, and the tower, are on the lower east side of the island, and is accessible by buses from Seoul, Gwangju, and most places in Jeollanam-do. Wando is kinda far for me to make a day trip, but if I ever get a few days off---when there's no Lantern Festival---I'd like to spend some time there. ROK Drop has profiled a bunch of attractions in the area, and you'll probably have to add this park to the list.
