The funny thing is that the picture is at least six or seven years old.I remember using it as a discussion prompt when I taught in a hogwon, and that was in 2001 or 2002.
The kids still play out in the streets far too often. Anyone who drives in Korea could probably attest to the terrible drivers and lack of following safety rules by pedestrians.
