The inn was popular, so to speak, among migrant laborers because it cost around 200,000 won a month. The name of the 여관 was of course withheld, though that bit of lazy censorship tells you exactly where it happened. Hell, this article names it.

The cause of the blaze is under investigation, but police said they suspect it was started by an electrical short circuit.
"The inn was built about 40 years ago, so smoke was very bad," said a police officer.
Most articles are saying the inn was built in 1975. From that first article from Yonhap via Naver:
